Customs are generally entrusted with three key missions: revenue collection, trade facilitation, and society protection. To effectively meet these expectations, a high level of integrity is critical. The perceived lack of integrity and/or presence of corruption can destroy the legitimacy of a Customs administration and severely limit its capacity to effectively accomplish its core missions.
The overall objective of this e-learning is to create awareness of the importance of integrity in Customs and emphasize the use of WCO’s integrity development tools and instruments, including the WCO Revised Arusha Declaration as a key instrument in promoting integrity within Customs administrations.
This course was developed under the framework of the WCO Anti-Corruption & Integrity Promotion (A-CIP) Programme funded by the Norwegian Agency for Development Cooperation (Norad).

About the WCO Academy
The World Customs Organization (WCO), established in 1952 as the Customs Co-operation Council (CCC) is an independent intergovernmental body whose mission is to enhance the effectiveness and efficiency of Customs administrations.
Today, the WCO represents 184 Customs administrations across the globe that collectively process approximately 98% of world trade. As the global centre of Customs expertise, the WCO is the only international organization with competence in Customs matters and can rightly call itself the voice of the international Customs community.
“WCO Academy” is the online platform where representatives from the trade community are able to access e-learning courses, webinars, books and news.
The WCO has already developed 23 Customs-focused e-learning courses covering more than 500 hours of e-training on major international instruments, topics and concepts that contribute to enhancing the work of Customs officers from across the globe, directly at their work place.
Specific courses are now available to company staffers and University students, which have been suitably adjusted to meet their needs.
Aimed at building the Customs skills of current and future trade professionals, as well as further enhancing their work performance, the WCO Academy is the ideal platform for the private sector to gain in-depth knowledge and specialized information from the WCO.
